On May 9, 1950, a French foreign minister named Robert Schuman proposed something that most people in the room thought was naive. He suggested that France and Germany — which had been at war three times in seventy years, which had together produced two world wars — should pool their coal and steel production under a shared authority. That economic integration of former enemies might make future war not merely unlikely but structurally impossible.

This is now called the Schuman Declaration. Today, seventy-six years later, it is Europe Day — celebrated mildly and largely forgotten, which I find telling.

I grew up in Vienna, which means I grew up a few hours from the Iron Curtain, in a city divided for ten years after the war, in a country occupied by four powers simultaneously until 1955. The history of the twentieth century was not abstract to my grandparents' generation. It was the texture of the street.

My children are growing up with none of this weight. They have never known a Europe at war. They have inherited something extraordinary without knowing what was required to produce it.

This is a problem worth gently addressing.

Not by burdening children with history. Not by manufacturing gratitude for peace — gratitude for things you've never lacked is one of the most difficult emotional achievements there is. But by giving them a sense that the world they live in was made by people who chose — deliberately, against enormous resistance — to try something different.
